TLDR: Only if you actively use Mouchette. It could be used on Lotan, OG Helot, or even Lily, but the two DPS have better options and Lily has her own signature to use.
This wheel is pretty much exclusively locked to Mouchette. Even if they release future pursuit attack awakeners, the fact that its main stat is Death Resistance and it buffing Strike means that it is unlikely for it to be splashable onto other awakeners. Mouchette does get good use out of it, but you could opt to use Lily's wheel if you're lacking in funds.
There is an idea to use it for its Strike buffing, but of the characters who actually do meaningful amounts of Strike cards per turn, Lotan and OG Helot would rather use their one SSR slot on a wheel that gives some Crit; while Lily... actually could utilize it, but Lily is moreso used for her shields and poison application rather than her damage. Also she has her own wheel, which is just better for her. I guess if you have a +12 Lily wheel you could use this too? As stated earlier, just treat this as a wheel for Mouchette.
