Increase the wielder's Aliemus gain and STR gain by 6/8/10/12%. After the wielder uses Exalt, increase the Final DMG, Shield, and Healing from other Awakeners Exalts this turn by 9/11/13/15%. If the wielder's Exalt triggered Devour, the wielder gains 9/11/13/15 Aliemus.
TLDR: A useful wheel for any support that's paired with an Exalt DPS. The extra Caro effect isn't that important, so you can still use this generically provided you can follow up with the correct Exalt consistently. 1 copy is recommended. Dupes aren't that important for the effect (only +2%/2%/2 per dupe).
Pickman's Wheel is a somewhat generic Aliemus Regen wheel that has a decent assortment of effects. The Aliemus and STR increase is nice (and continues the trend of STR shilling over the past few releases) and the buff to the next Exalt is an obvious improvement to pretty much any character. It's generic enough that you can run it on pretty much anyone to support almost anyone else, but the effect isn't a complete game changer. While it does have a Caro specific bonus, the Aliemus gain isn't a huge amount and is mostly just a nice little extra. Unsurprisingly, this wheel is best used on either Pickman himself or as a possible option for Aliemus batteries like GDoll or Winkle. I recommend getting a copy if only to expand your options (especially for DTide) but this wheel isn't a mandatory pick up. Dupes are purely optional, as the difference between base and stacked isn't really worth it.
