Publicly the mayor of Totemeria, but secretly a hero named Captain Whiplash who punishes criminals.
Dionis is alternately regarded as a pitiable man suffering from social phobia after his brother's death and an incompetent mayor who leaves everything to the Iron Stewards. He independently mastered his family's secret whip technique to avenge his brother, who was killed by the schemes of the Black Mist Cult.
However, having realized there are things more valuable than vengeance, he now devotes himself to his role as a superhero.
