Hero dressed like an imperial soldier in order to infiltrate Kwaba Fortress, retrieve magic crystals, and rescue reformists.
While Hero usually wields a staff, he's also not half-bad with a sword. He may not be at his full potential, but he can fight well enough to pass as an imperial soldier.
Shapur's training was not limited to simply staff techniques and actually covered a full range of martial arts. The sword techniques he learned were particularly useful in his stint disguised as an imperial soldier.
Despite its infamy across the lands, the Imperial Army is surprisingly relaxed when it comes to dress code. Members of the Imperial Army are issued weapons, armor, and military uniforms, but there is no strict enforcement over what is equipped or worn as long as they look like Imperial Soldiers. Despite seeming relentless and strict, the Imperial Army does seem to have a flexible and accepting side to it.
