All 25 levels of the village and headquarters in Suikoden STAR LEAP, the 23 facilities each one opens, what unlocks them and what every level is...

The base rises by being built on. 23 facilities can be restored across 25 levels, and each one that opens carries the base a level higher — which is what gates the fishing spots, the eight gathering grounds, the shops and the trading post. Halfway up, the village becomes a headquarters and the counter starts again.

Raising it
A level asks for one more facility standing than the last, and nothing else: no materials are spent and no allies are required.
Every level
Pays 150 Fantasy Stones, once. 24 levels do, for 3,600 Fantasy Stones in all.
The rename
VLG Lv. 11 is the last level the village has. The one above it is HQ Lv. 1 — the base becomes a headquarters, the counter starts again at 1, and that rung is handed over by the story rather than built towards.
The inn
Recovers nothing at first and the whole party by the time the base is a headquarters, rising a step with every level until then.
The drills
2 fighters train at a time, and the level they can be carried to rises from Lv. 20 to Lv. 40.
On show
Companions kept around the base go from 5 to 15.

Here you can accept requests for various bounties. Fulfill them to earn EXP, potch and materials.
