Analysis

Decent Neutralization DMG makes her viable in Conquest, but her AoE feels inconsistent. Needs significant investment, especially in Rift where she falls to the bottom.

Reina's heavy attack animations and camera-angle-dependent sweeps can miss enemies unexpectedly, making her feel frustrating to play in open-world scenarios. Building Lightning Energy also takes time, which slows her already awkward ramp-up. Without Awakenings, she's outclassed.
Conquest T1
Reina's Neutralization DMG is solid for boss content, putting her in a workable position for Conquest. Her on-field time is still a commitment, but in a controlled single-target fight, her weaknesses are less exposed. A reasonable choice if you don't have better options.
Dimensional Rift T3
Reina hits her lowest point in Rift. Her AoE is awkward, her Neutralization DMG is partially HP-scaled (forcing a build trade-off between DPS and Neutralization), and her ramp-up speed can't keep pace with the demands of timed content.
